Government of India Amends Cosmetics Rules
The Ministry of Health and Family Welfare, through notification GSR 513 (E) dated July 29, 2025, has made amendments to the Cosmetics Rules, 2020. The main updates are as follows:
- Rule 2(w) – The definitions of “Use Before” and “Date of Expiry” have been clarified, with “Use Before” referring to the first day of the month and “Date of Expiry” referring to the last day of the month.
- Rules 6, 9, and 31 – The term “Controlling Officer” has been revised to “Controlling Authority” to align with the terminology used in the Drugs Rules, 1945.
- Rules 26(f) and 26(h) – The option to maintain manufacturing and testing records electronically has been introduced.
- Rule 31A – Provisions have been added empowering the Licensing Authority to suspend or cancel licenses, along with the right to appeal against such decisions.
- Rule 34(10) – Labelling requirements for cosmetics intended for export have been relaxed to conform with the regulations of the importing countries.
- Additional amendments have been made to several other rules to align with the Drugs and Cosmetics Act, Drugs Rules, and to correct typographical errors.
